President Donald Trump’s second administration saw its first major cabinet shakeup this week after Homeland Security Secretary Kristi Noem was abruptly fired following two bruising congressional hearings that pushed tensions inside the White House to a breaking point.
Sources inside and close to the administration told the New York Post that the moment which ultimately sealed Noem’s fate came during a House hearing on Wednesday, when lawmakers pressed her about an alleged relationship with top aide Corey Lewandowski. Instead of issuing a direct denial, Noem refused to answer the question plainly — a moment that quickly spread across Washington and triggered alarm inside the West Wing.
“The question about the affair at the hearing was actually the final straw. It was brutal,” one source said, describing the reaction among Trump allies as the exchange unfolded.
The tense moment occurred when Rep. Sydney Kamlager-Dove (D-Calif.) asked Noem directly whether she had “sexual relations” with Lewandowski, a longtime Trump ally who had been serving as a special government employee within the administration. Noem dismissed the line of questioning as “tabloid garbage” and pivoted to discussing Lewandowski’s role within the federal government instead of answering yes or no.
Lawmakers pressed repeatedly for clarity. Rep. Jared Moskowitz (D-Fla.) even urged her to put the word “no” on the record to resolve the issue. Noem declined to do so.
For many watching inside the administration, that moment compounded a crisis already brewing.
Trump had reportedly grown increasingly frustrated after Noem testified before the Senate one day earlier that he had approved a $220 million advertising campaign that prominently featured the secretary herself. The ads included dramatic imagery, such as Noem riding horseback near Mount Rushmore while delivering a hardline message on illegal immigration.
.@RepKamlagerDove: “Secretary Noem, at any time during your tenure…have you had sexual relations with Corey Lewandowski?”
Noem: “That is garbage and it is offensive that you have brought that up.”

Trump later told Reuters he had no knowledge of approving the ad campaign.
“I never knew anything about it,” the president said.
Sources say the combination of the advertising controversy and the explosive hearing exchange created a political storm the White House could no longer ignore.
“It kept mounting up,” another source explained. “There was just no going back with the two hearings. It all became about her and him.”
Republican Sen. John Kennedy of Louisiana revealed that Trump was already furious Tuesday night following the Senate testimony. Kennedy said the president called him while “mad as a murder hornet” and asked about replacing Noem with Sen. Markwayne Mullin of Oklahoma.
That replacement became reality on Thursday.
Trump moved quickly to remove Noem and install Mullin, marking the first cabinet-level personnel change of his new term.
Behind the scenes, administration officials say the decision reflected more than just the hearings. Internal clashes inside the Department of Homeland Security had been mounting for months. Noem reportedly feuded with senior officials at agencies including ICE, FEMA, and Customs and Border Protection. Several experienced staff members also left the department during her tenure.
Her working relationship with border czar Tom Homan had grown especially tense as the administration navigated difficult immigration enforcement battles following controversial federal operations in Minnesota earlier this year.
Administration officials say the accumulation of problems eventually became impossible to ignore.
“Replacing Kristi was based on the culmination of her many unfortunate leadership failures,” one official said, pointing to the Minnesota fallout, the ad campaign controversy, staff management issues, and the swirling allegations involving Lewandowski.
Despite the dramatic firing, Noem quickly attempted to project stability. Minutes after the announcement, she appeared at a law enforcement conference in Nashville, continuing her scheduled remarks before later issuing a statement thanking Trump for appointing her to a new role as special envoy for the Shield of the Americas.
Meanwhile, questions continue to swirl about Lewandowski’s future inside the administration. The longtime Trump adviser downplayed his influence when contacted by reporters, saying he had been serving only as an unpaid volunteer. Whether he remains in the administration or exits alongside Noem remains unclear.
