Abbott Halts 1,800 Data Center Projects With New Rules

Texas Gov. Greg Abbott issued a sweeping order to halt data center growth across the state. His directive has stopped up to 1,800 data center projects from moving forward. Abbott wrote on social media that he established clear guidelines to protect local communities. The new rules say these facilities can’t take water needed by families or drain power from the Texas energy grid, according to the Daily Signal. Abbott insists these facilities must lower costs for everyone else.

The governor’s move comes as residents grow angry about rising utility bills. Critics link the surge in data centers to higher energy and water usage. Andrew Mahaleris, Abbott’s press secretary, told the Daily Caller News Foundation that the plan is working. He noted that data centers across the state have announced full compliance with these new standards. These rules act as guardrails to protect our communities from harm.

Business leaders reacted with sharp division over the sudden stop. Brian Armstrong, the CEO of Coinbase, posted that this thinking is ignorant. He argued that requiring these firms to bring their own power creates a net positive. Coinbase moved its headquarters to Texas in November 2025 to join a culture of builders. Armstrong believes the state should continue to be a place to build big projects.

The Debate Over Growth

President Trump called the moratorium a mistake after hearing the news. He told Punchbowl News during an interview that data centers could be bigger than oil. Trump stated that saying no to these facilities is a huge error for the economy. He believes these centers are tremendously important for our future economics. The President’s view clashes directly with the governor’s recent actions.

Republican U.S. Senate candidate Ken Paxton offered a different path to solve these issues. On Monday, Paxton released his Texas First Data Center Plan to protect the grid. His plan includes banning Chinese technology from powering American data centers. It also seeks to hold companies liable if their chatbots harm children. Paxton wants to repeal tax breaks and force firms to fund their own electricity.

Paxton argued that Texans deserve a fighter to lead them on this issue. He said his plan will put Texans first and protect our families and communities. His proposal aims to ensure data centers do not endanger our children through AI. The plan also supports local power plants that operate separately from the national grid.

Virginia faces similar pressure as the world leader in data center construction. The state has at least 674 data centers already built or planned. Lawmakers there are now looking into changing the tax status of these facilities. A joint subcommittee must recommend new revenue mechanisms by Dec. 15. They are studying how to provide direct revenue to the state from this industry.

Local officials in Loudoun County and elsewhere are making their own choices. Gov. Abigail Spanberger said that deciding whether to welcome data centers is a local choice. Some towns have created moratoriums to stop new development in their areas. The federal government predicts data centers might use 11.8% of the nation’s electricity by 2030. This massive demand is straining power grids and water resources everywhere.

The conflict between growth and community protection remains unresolved for now. Greg Abbott stated his goal is to ensure data centers do not disturb neighborhoods.
