The Fraud Unravels

On Monday, September 28, 2026, a Florida federal court accepted a guilty plea from Hasan “Lucas” Seyhun. The former executive confessed to orchestrating a scheme that submitted more than $500 million in false claims to the government. While this criminal operation generated over $4 million in illegal profits for him, it defrauded the system of $35 million in total fraudulent disbursements. After a multi-year investigation, the Office of the Inspector General at the Department of Health and Human Services revealed the details of the plea agreement.

Seyhun held the position of Chief Operating Officer at Fast Lab Technologies, a firm based in New York. During the pandemic, the company advertised “no cost” COVID-19 testing to the public. Per The Daily Caller, the business exploited customer insurance records to charge for nonexistent services. They falsely asserted that medical staff had witnessed antigen tests or gathered saliva samples. Additionally, they billed for PCR tests on specimens that were never processed. Seyhun acknowledged conspiring with the company’s CEO and Medical Director to carry out these deceptions.

He has consented to a forfeiture judgment totaling $4,313,153, reflecting the precise sum he personally retained. This amount aligns with the funds he admitted taking from the scheme. The plea deal also encompasses his co-conspirators, who face comparable charges. According to RedState, the inquiry exposed how the group manipulated the system to convert a national emergency into a personal windfall.

Official Responses to the Scam

Federal authorities have addressed the harm inflicted by this colossal fraud. Jennifer Runyan, the Special Agent in Charge for the FBI’s Detroit Field Office, released a statement concerning the plea. She stated that “a scheme of this magnitude undermines public trust and diverts critical healthcare dollars away from the people and programs who need it most.” Runyan described the guilty plea as “an important step toward accountability for conduct that resulted in hundreds of millions of dollars in fraudulent billings.”

She pledged that the FBI would persist in apprehending similar offenders. “The FBI will continue working with our law enforcement and prosecutorial partners to track down complex healthcare fraud schemes and hold those who conduct them fully accountable,” she said. United States Attorney Jerome F. Gorgon Jr. also commented on the matter. He remarked that “Ripping off the American taxpayer is bad enough. Using the fear and isolation of the COVID pandemic to do it is sickening.”

Gorgon further noted that “At a time when Americans were scared for their families and their futures, Hasan Seyhun saw an opportunity to turn a national crisis into his own personal payday.” The RedState coverage emphasized that this case acts as a deterrent to others attempting to exploit the system. The Department of Health and Human Services remains vigilant in monitoring such fraud patterns. They are committed to preventing these bad actors from stealing funds intended for genuine patients.
