DHS Suspends Visa-Free Travel For Chinese Nationals In Northern Mariana Islands

Homeland Security Secretary Markwayne Mullin suspended a visa-free travel program for Chinese nationals on Oct. 30. The move blocks thousands of travelers from entering the Northern Mariana Islands without a standard visa.

The decision targets a Biden-era plan that let prescreened Chinese visitors stay for up to 14 days. According to reports, concerns arose that the program promoted birth tourism and created national security risks. More than 3,000 Chinese nationals used the loophole in fiscal year 2025, according to the department.

Closing the Loophole

Republican lawmakers pushed hard to end the program earlier this year. Senators Mike Lee, Rick Scott, John Cornyn, and Bill Cassidy sent a letter to Mullin in April. They warned that the policy allowed foreign nationals to travel to the U.S. just to give birth. Their goal was to stop children from gaining automatic citizenship through this method.

Senator Mike Lee celebrated the announcement on social media with a sharp message. “America is not a nursery for the CCP to steal citizenship,” Lee wrote, referring to the Chinese Communist Party, according to the New York Post. His office thanked President Trump for the swift action.

Rep. Chip Roy’s team also welcomed the news in a statement posted to X. “Rep. Roy is pleased to hear the Trump Admin closed this dangerous loophole,” his office wrote on X. The Texas congressman had joined Rep. Tom Tiffany in raising concerns back in March.

Security and Medical Risks

The federal notice highlighted specific dangers beyond just birth tourism. DHS warned that visa-free travel could make it easier for spies to gather intelligence near U.S. military bases. The department noted that Guam, a key military hub, sits right next to the Northern Mariana Islands.

Officials also pointed to two past cases where smugglers moved Chinese nationals from the islands to Guam. DHS said most people in the second case were later found near sensitive military installations. The notice stated that reduced vetting under the old program may lower barriers to these illegal practices.

The suspension will strain the territory’s medical resources if left unchecked. DHS noted that birth tourism often overwhelms local hospitals and clinics. The department said travelers were previously vetted only by Customs and Border Protection, not by State Department consular officers.

What Happens Next

The ban takes effect at 2 p.m. Eastern time on Oct. 30. It applies to both new applicants and travelers who already have approval under the old rules. Those currently in the territory can finish their authorized stays without issue.

However, anyone leaving the islands will need a standard visa for future visits. DHS said the suspension remains in place while it reviews the program with other departments. The review involves the secretaries of State and Interior, but no end date is set yet.

Chinese nationals now must go through the full visa process for business or tourism. This change ensures that every visitor faces the same vetting standards as travelers from other nations. The department aims to protect the integrity of U.S. borders and local communities.
