RSLC Warns Republicans Risk Losing 2028 Redistricting Battle

Money Flowing to State Races

The Republican State Leadership Committee says Republicans face a real risk of losing the next redistricting fight. This warning comes as the party prepares for a major convention in Dallas next week. Democrats plan to spend more than $134 million on state legislative races this year. The RSLC says this huge sum will let Democrats draw new maps that favor their party for years to come. The group shared a finance memo titled “Battle Beneath the Ballot” with reporters. It states that four major Democratic groups will outspend the RSLC’s $50 million commitment by almost three-to-one.

National Republicans have a massive war chest of $400 million from groups like MAGA Inc. Yet the money is likely to go to big congressional races instead of local ones. The memo warns that national funds are flooding into state legislative races. “This flood of national liberal dollars into state legislative races should concern everyone who does not want to see a permanent Democratic House majority,” the memo says, according to the Washington Examiner.

Why State Seats Matter

State legislators control how they draw district lines for Congress. The RSLC says this power changes the game for donors who want to keep the House. Money may now be spent at the state level to secure the optimal battlefield for 2028. The next big census in 2030 will force all 50 states to redraw their districts again. The memo argues that small changes in a few seats can have huge effects on the whole House. “If we are serious about preventing a permanent Democratic House majority, we must recognize that the fight for Congress begins in state legislative districts, not in congressional campaigns,” it says.

Four Democratic groups have announced their spending plans publicly. The Democratic Legislative Campaign Committee will spend $50 million. Forward Majority plans to spend $30 million. The LCV Victory Fund will spend more than $50 million. The National Democratic Redistricting Committee is spending $4 million. These groups have committed to spending more than $134 million in total. Against this, Republicans have a strong chance to reclaim the state Senate in Michigan. Democrats hold a narrow 20-18 majority there right now.

Key Battlegrounds

The RSLC says winning no more than a dozen seats could change everything. This is especially true in four key battleground states. Chamber control will likely hinge on Michigan Senate Districts 12 and 35. The party must defend the state House while trying to win the Senate. The convention in Dallas is billed as a “Trumpapalooza.” It aims to energize the base to hold the House and shore up the Senate. According to reports, ongoing redistricting by state legislators renders these local battles vital for what lies ahead.
